Return to Sender - No Joinder - No Contract
When you get a notice for anything, it's not a bill, and you do not need to pay.
It could well be that by replying to these notices you are unwittingly entering a contract - this is joinder.
You can easily ignore the notices or just return them to the sender.
Notices, in law, are not bills and so you don't have to pay.
They are an "offer" of a contract.

Why can't we just rip the letter up unopened and throw it in the bin?

I think this might be the case where a human interacts with a human, but not when they send a letter.
I might be wrong!

I have no time to return anything to the sender.
Bin everything is my way and I have had no problems of joinder
