What happens when you ignore court summons?

What happens when you ignore court summons?

I have been summoned by a county council to magistrates court. if I do not attend they will proceed in my absence. The matter is a civil matter. the question i have is ; if a magistrates court makes a ruling and it is ignored;ie a fine. Can that then become a criminal matter or will the 'punishment' remain civil as was originally the case. I hope somebody can answer that for me. x
