What happens when you ignore court summons?

I have been summoned by a county council to magistrates court. If I do not attend, they will proceed in my absence. The matter is a civil matter. The question I have is; if a magistrate's court makes a ruling, and it is ignored; i.e. a fine. Can that then become a criminal matter, or will the 'punishment' remain civil, as was originally the case. I hope somebody can answer that for me. X
